DCU NAFTAN Project in Belarus

The Challenge

EIA21 participated in the expansion and modernization program of the NAFTAN Refinery through the development of detailed engineering and construction supervision services for a new Delayed Coker Unit (DCU).

The scope included detailed civil engineering and piping design for the Balance of Plant (BOP) area, as well as construction supervision across multiple disciplines, including civil works, mechanical installations, structural steel, electrical systems, and instrumentation & control.

The project formed part of a strategic investment aimed at increasing deep crude conversion capacity, improving refinery efficiency, and enhancing the production of higher-value petroleum products.

Developing a new process unit within an operating refinery required close coordination between engineering, construction, and commissioning activities to ensure compliance with technical, quality, and safety standards.

Key challenges included:

  • Developing detailed engineering for critical process support systems.
  • Coordinating multidisciplinary activities within a highly complex industrial environment.
  • Supervising simultaneous construction activities across multiple disciplines.
  • Managing interfaces between new facilities and existing refinery infrastructure.
  • Ensuring compliance with international quality, construction, and safety standards.
  • Monitoring construction progress and resolving technical issues throughout project execution.

The Solution

EIA21 provided a specialized engineering and site supervision team to support both engineering development and field execution activities.

The scope of work included:

  • Detailed civil engineering for the Balance of Plant area.
  • Design and development of associated piping systems.
  • Supervision of civil works and structural steel construction.
  • Supervision of mechanical equipment installation and assembly.
  • Monitoring of electrical, instrumentation, and control system installation activities.
  • Technical coordination between engineering teams, construction contractors, and the client.
  • Quality control and verification of compliance with project specifications and standards.

Results

  • Successful completion of detailed engineering for the assigned project areas.
  • Comprehensive supervision of construction activities throughout the execution phase.
  • Effective coordination between engineering and construction disciplines.
  • Compliance with project requirements regarding quality, safety, and technical performance.
  • Contribution to the modernization of one of Eastern Europe’s most important refining facilities.
