The Challenge
EIA21 participated in the modernization of PETRONOR’s Marine Terminal loading and unloading systems through the replacement of 11 marine loading arms located at the facility’s main berths.
The project aimed to improve operational reliability, enhance the safety of maritime transfer operations, and ensure compliance with the latest technical and operational standards for the handling of petroleum products.
The scope covered all project phases, from detailed engineering and procurement management to construction supervision and commissioning.
Replacing critical equipment in an operational marine terminal required careful planning to minimize disruption to port operations while maintaining uninterrupted service.
Key project challenges included:
- Renewing critical equipment for hydrocarbon loading and unloading operations.
- Executing construction works while maintaining normal terminal operations.
- Coordinating suppliers, contractors, and installation activities in a highly demanding industrial environment.
- Ensuring compliance with the stringent safety requirements of both oil & gas and maritime facilities.
- Reducing shutdown periods and minimizing operational risks during project execution..
The Solution
EIA21 delivered an integrated project management approach, providing technical support throughout all execution phases of the project.
Key activities included:
- Development of the detailed engineering package for the replacement of the marine loading arms.
- Preparation of technical specifications and project documentation.
- Procurement management and supplier coordination.
- Supervision of manufacturing, supply, installation, and assembly activities.
- Owner’s engineering and technical oversight.
- Cost, quality, and schedule control.
- Supervision of testing, commissioning, and start-up of the new equipment.
Continuous coordination between engineering, construction, and terminal operations enabled the project to be completed while maintaining the safety and availability standards required by the facility.
Results
- Successful replacement of 11 marine loading arms at the Marine Terminal.
- Modernization of key equipment used in hydrocarbon transfer operations.
- Improved reliability, safety, and operational performance of terminal facilities.
- Controlled execution of construction works with minimal impact on terminal activities.
- Achievement of the client’s technical, financial, and scheduling objectives.
- Strengthened EIA21’s expertise in port infrastructure and critical energy facilities projects.
